Senator Barnett urges emergency session
Thousands of GovGuam employees may be forced to lose significant amounts of accrued leave
Senator Chris Barnett is calling on Speaker Frank Blas, Jr. to convene an emergency session for Bill 287-38, also known as the Go’ti I Libettå-Mu Act of 2026.
In a letter to the speaker, Barnett outlined urgent concerns impacting thousands of GovGuam employees who may be forced to lose significant amounts of accrued leave following a legal opinion issued by Attorney General Doug Moylan.
Barnett says agencies are now being pushed to implement “use or lose” policies on leave exceeding 320 hours—raising concerns about staffing shortages and potential disruptions to critical public services.
The proposed bill would raise the leave cap to 620 hours, allowing employees to retain more earned leave, while keeping the current 320-hour payout cap unchanged.
Citing legislative rules, Barnett is urging swift action, saying an emergency session is necessary to prevent widespread impact on government workers and essential services across Guam.
