Former police officer resigns amid fatal hit-&-run case

The man accused in a deadly hit-and-run that claimed the life of a cyclist in Tamuning is no longer with the Guam Police Department. 

GPD spokesperson Norman Analista confirms Derrick Atan resigned from the department effective February 20. Atan, who was off-duty at the time of the November 2025 crash, is facing multiple charges including vehicular homicide while driving impaired.

Court records allege Atan struck and killed 30-year-old John Carlos Haas, who was riding his bicycle in the early morning hours. Investigators say Atan’s truck was seen swerving across lanes and running a red light before the collision, with surveillance video capturing the moments leading up to impact.

Authorities also allege a second crash reported later on Route 1 was staged.

Atan admitted to drinking the night before and told investigators he could not recall how he got home, according to court documents.

The case remains in pretrial proceedings, with a pretrial conference scheduled for December 29.

Haas was Guam’s 18th traffic fatality of 2025.
