Pay-Less Markets, Inc., a division of PMC Investments, Inc., has been named a recipient of the 2026 Shelby Report Exceptional Independents Award, recognizing outstanding independent grocery operators across the United States.

Presented by the Shelby Report, the award highlights retailers whose innovation, operational excellence, and community leadership set them apart in a competitive marketplace. Pay-Less was selected for its continued commitment to serving Guam’s communities through customer-focused initiatives, local partnerships, and investments in the in-store experience.

President and CEO Kathy Calvo says the company is “deeply honored” to receive the recognition for the second time, having first earned the award in 2023. She adds the honor reflects the dedication of the entire Pay-Less team and its mission to provide quality, value, and service to the families and communities it serves.

The award was presented during the Exceptional Independents Awards Ceremony at the NGA Show earlier this month.

Pay-Less has served Guam for more than 75 years and remains one of the island’s leading locally owned grocery retailers, with stores and superdrug locations across the island.
